Introduction
(1) Background
i. Existence: The National Education Policy-1986 and Modified Education Policy-1992 emphasized the need for establishing state level institution to develop excellence in capacity building of Educational Leaders and Managers. The fundamental for establishment of SIEMAT in State lies in building upon the Constitutional Spirit manifested through National Polices (NPE, NCF) and RTE acts to decentralize conception and delivery of education. In 1990, the effort towards decentralized planning in education, keeping district as a unit for planning, took a more concrete shape.
ii. Registration: Registered on 13th September, 2012 as Society under the Societies Registration Act, 1958
iii. Approval In MHRD. Government of India had granted approval for establishment of SIEMAT with the capital grant of Rs. 3 Crores for infrastructure. The State Govt. in 2004 has accorded approval for establishment of SEIMAT at Goner Dist. Jaipur (Rajasthan)
iv. SIEMAT exist in the State for strengthening the Management, Planning and Leadership abilities in educational functionaries including DDs, DEOs (Ele. & Sec.), DIET principal, ADEOs, BEEOs, ABEEOs, Principals and HMs.
(2) VISION
SIEMAT will aspire to be a Center of Excellence contributing towards achievement of the State’s education goals through the primary level of Education Leadership and Management. It would strive to position itself as a creator, implementer and repository of expertise and knowledge relating to Policies, People, Processes and Institutions within the education system in the State
(3) Role of SIEMAT
The importance of Education Leadership & Management has been acknowledged lately across the country in spite of the recognition much earlier internationally and by our own policy makers as early as DPEP, SSA & RMSA etc.
There are institutions for Academics & Pedagogy and Technical Support at the State, District and Sub-District levels but nothing exists in Education Leadership & Management.
SIEMAT is envisioned as a State Level Institute to strengthen the Management and Planning ability-all the way from State to the Sub-District Levels.
SIEMAT will provide Capacity Building, Research and Advisory Services. There are three broad areas of leadership capacity building that need to be taken up together to bring about educational change:-
1. Effective Leadership
The role of School Leader is to developed the school through systematic, sustained efforts that change the learning & other related conditions in school, so as to:
- Accomplish educational goals more effectively
- Enhance student outcomes
- Strengthen school's capacity for change & problem solving
This implies that the school leader must develop the autonomous capability to diagnose local problems and find and implement local solutions.
2. Cohesive District Leadership
Development of school capability to diagnose local problems and find out their solutions at local level with the help of district,Block Level Education Officers(leaders). The District Leadership (which includes all leaders at the block and district level), needs to :
- Shift from oversight & Control to empowerment of school leaders
- Provide cohesive leadership to drive a reform agenda
- Remove bottlenecks that get in the way of school reform
3. Policy, Planning & Administration
Development of school capability to address local problems.The district officials focus on providing cohesive district leadership.The role of planners and administrators (which includes all leaders, BEEOs and above ) start shifting to :
- Understanding the impact that policies and plans have on educational outcomes
- Determining policy shifts required to improve educational outcomes
- Testing and rolling out these policies to ensure effective implementation
- Creating planning frameworks that encourage decentralization.
